Closes #1010, part of TEDI-Design-System/general#248

States the accessibility target: EN 301 549 and, for web content, WCAG 2.2 AA.

  • README.md: Accessibility section linking the Ligipääsetavus page.
  • a11y-review.md: WCAG 2.2 AA as the review target, with checks for 2.4.11, 2.5.7 and 2.5.8.
  • TEDI-Ready issue templates: accessibility and browser/device testing items in the DoD.
  • Storybook: enables the axe target-size rule (WCAG 2.5.8), which axe leaves off by default. Turned off on four Select and InputGroup stories, where it flags react-select's inner input although the whole control is the click target.

Summary by CodeRabbit

  • Documentation

    • Added accessibility guidance covering TEDI’s alignment with EN 301 549 and WCAG 2.2 AA.

    • Clarified focus visibility, touch-target sizing, and alternatives for dragging interactions.
    • Updated component contribution templates with accessibility testing and status-reporting requirements.
  • Tests

    • Enabled target-size accessibility checks in Storybook, with documented exceptions for select controls.

📝 Walkthrough

The PR documents TEDI’s accessibility standards, updates WCAG 2.2 AA review criteria, adds accessibility checks to component templates, and configures Storybook target-size validation with component-specific exceptions.

Changes: Accessibility Standards and Validation

Layer / File(s) Summary
WCAG 2.2 review criteria
.claude/skills/contributing/references/a11y-review.md, README.md
The review guidance and README now reference EN 301 549 and WCAG 2.2 AA. The guidance adds checks for focus visibility, target size, and alternatives to dragging.
Component accessibility validation
.github/ISSUE_TEMPLATE/*.md
The component templates now require automated and manual accessibility testing, browser and device testing, and Zeroheight WCAG status updates.
Storybook target-size configuration
.storybook/preview.tsx, src/tedi/components/form/input-group/input-group.stories.tsx, src/tedi/components/form/select/select.stories.tsx
Storybook enables axe’s target-size rule. Selected react-select stories disable the rule for inner inputs that are not the effective pointer target.

Before / after behavior

  • observed — Modified behavior in README.md: Added an Accessibility section documenting applicable accessibility standards, the transition from WCAG 2.1 AA to WCAG 2.2 AA, and a link to guidance on testing, coverage, project responsibilities, and reporting issues.
  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: The review standard now targets WCAG 2.2 AA, explicitly checks new 2.2 criteria 2.4.11, 2.5.7, and 2.5.8, and classifies failures as Major findings.
  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: Added a focus check requiring the focused element not to be fully obscured by headers, overlays, or other content under WCAG 2.4.11.
  • observed — Modified behavior in .claude/skills/contributing/references/a11y-review.md: Replaced the 44×44 minimum and separate spacing check with a 24×24 CSS-pixel minimum or sufficient spacing, a 44×44 preference, and a requirement that dragging interactions also support a single click or tap under WCAG 2.5.7.

Explanation

Issue #1010 has three coding objectives. README.md adds an Accessibility section with the EN 301 549 and WCAG 2.2 AA statement and the required Ligipääsetavus link. .claude/skills/contributing/references/a11y-review.md sets WCAG 2.2 AA as the review target and adds checks for 2.4.11, 2.5.7, and 2.5.8. Both TEDI-Ready templates add automated accessibility testing, manual WCAG 2.2 AA testing, and browser/device testing items to the Definition of Done.

Full details: Out of Scope Changes check

Explanation

The Storybook target-size configuration supports the WCAG 2.5.8 review requirement in issue #1010. The four story-level exceptions document the reported react-select false-positive case. The added Zeroheight WCAG documentation and status items, casing correction, and testing details support the updated accessibility Definition of Done. No unrelated change is shown in the reviewed diff.

Full details: Docstring Coverage

Explanation

No functions found in the changed files to evaluate docstring coverage. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Analyzed 0 functions across 3 files. (3 skipped: 3 unsupported.)

Review comments at @.claude/skills/contributing/references/a11y-review.md:
- Line 60: Update the WCAG 2.5.7 checklist item to accurately require a
single-pointer alternative for dragging operations, allowing equivalent inputs
such as text entry rather than requiring literal click or tap, and include the
criterion’s essential-function and user-agent-determined exceptions.
- Line 59: Update the touch-target checklist entry to use “pointer-input
targets,” document or link all WCAG 2.5.8 exceptions—equivalent controls, inline
targets, user-agent-controlled targets, and essential targets—and state the
specific 24 CSS-pixel spacing-clearance requirement.
- Line 7: The WCAG 2.2 guidance currently lists only three new criteria while
claiming to cover new criteria generally. Update the scope statement near the
WCAG 2.2 AA guidance to include 3.2.6 Consistent Help, 3.3.7 Redundant Entry,
and 3.3.8 Accessible Authentication (Minimum), or explicitly limit the checklist
to component interaction criteria.

We've used both "ZeroHeight" and "Zeroheight" here, should stick to one format.
I think we've more commonly used "Zeroheight" in Storybook etc, but officially it's actually stylized in lowercase.
